Toro 38517 single stage blower carb leaking

SO this is a Toro, single stage 2-cycle, B & S engine, snow thrower with the plastic carb. Unit has good compression and spark so I decide to try and bring it to life. Put the carb through the USC several times, cleaned out fuel tank, new fuel and primer lines. Put it back together and started on second pull. Sounds to be operating at correct RPM. Blows the snow and govenor seems to be operating properly when under load.
It sat for a couple days and I notice some fuel on the floor. Carb was full.

Guessing there is something holding up the needle and/or the float is not set correctly or not floating any more. Planning on pulling it off again and cleaning and or adjusting. Is there a measured setting for the float? Any other thoughts as to what is happening?

An easy fix would probably be install a fuel shut off but the fuel line is under cover and not easily accessible.

There is a couple Briggs 2 cycle service manuals in the downloads forum that might be of help here if you haven't already downloaded them.
