Not much I can do as those carbs have no adjustment and I have cleaned it until I am blue in the face. You are probably right because I have some trouble starting it. I have to choke it until I get it to fire and stalls. Then choke it again and catch it just between choke and run before it starts. It is a very fine line to make it start and definately harder with air filter off

Update for 38racing and Arkie. It was the carb that was the problem in the end. I had to buy a new carb in the end as the old one started leaking from the needle and seat. Surging just smoothed out. I had cleaned that carb several times but it always ended up the same. Should of listened to both of you about lean condition. Thanks for help
