#11 is a heat shield. Why would that go directly up against the cylinder without a gasket first?

Hi Merkava

My guess is the heat shield is made of aluminum which is often used for exhaust gasket material as it withstands heat. In this application I'm thinking it has enough malleability to conform to the intake port and would work like a cooling fin to carry heat away from the Bakelite carburetor insulator. Just my 2ยข worth,

It is a gasket as it is heavy stiff gasket material. Usually black but can another color..
