I think he did get it - right off the bat - it was posted more as a "Dilemma" sort of post to try and see if others might think it through correctly.. far as I saw the only thing that might have seemed mysterious was the voltage reading at a point where there should have been no voltage by way of it back-feeding through the ground side - It is something that has tripped up many many techs - even those with years of electrical experience, which even the best of them can be caught up with the high-tech DVOM (and many would have ignored the terminal lugs which as KE4 noted he had already seen those and decided on replacing anyway)
The whole post would be an excellent training and learning exercise for any technician - even those that believe they have excellent electrical skills.
