Shaft and seal mating surfaces is the very reason I don't recommend using self tapping screws on small seals. I tried this and ended up damaging mating surfaces.
Plus some after market seal pullers are just plain junk. I purchase one from the local auto parts store to remove a crankshaft PTO seal on a Briggs 310000 series. Instead pulling the tool itself bent and broke. This one of those rubber coated seals so it should have been an easy pull.
I have since make my own puller from an old screwdriver that works fairly well. I even pulled a 8x14x5 Kawasaki governor shaft seal with the tool which should have been dove by pulling the engine apart.
