JD GT 235 Not Charging

Got a call for a JD 235 with a 18 hp Briggs the charging light is always on, not sure the M/N checked v at battery only 12 v, checked out the alt getting 15-18V put on new v reg and get nothing checking between the red wire and ground. Any suggestions greatly appreciated. Thanks

do voltage drop of the ground side of the regulator - do you have solid ground from the body all the way to B- ? if it is mounted to plastic, there's a supplemental ground strap bolted to the regulator center bolt and connected to a good engine ground - might even be the original regulator was good too in that case

The 15 to 18 volts seems low. Was that checking at full throttle?
