A little confused here, Arkie. If anything is making the starter work harder, such as too high compression, low voltage, bad starter bushings, or starter gear getting stuck in ring gear, would that draw more current, and therefore there would be a higher amperage reading?

Exactly. Current is measured in Amperes... ergo, higher current draw = higher amperes draw , due to increased resistance or circuit loading...
