Tecumseh horizontal OHV keyway install?

Working on a Tecumseh OHH-50 horizontal engine with a sheared key. Sorry, I do not have a book on Tecumseh's and I am not sure how to insert the keyway which looks like a rectangle with about 1/4 of it cutoff. Does the long part go onto shaft with the shorter side go on the flywheel?

yes basically that notched key is a holdover from when there was point ignition - that notch fitted down into the breaker box to hold the removable cam lobe (for the points) in place... the notch was there for clearance through the breaker cover gasket.. the longer edge still fits into the crank groove with the shorter edge fitting to the flywheel groove., points or no.
