If it is like the trimmer gearbox bearing replacement.
you try heating the carburetor to around 285 F and near freezing the brass tube. This would enlarge the hole in the carb and shrink the tube. Then you should be able press it in.
As for removal it might work heating the carburetor body and chilling the brass tube.
Or at least that trick works on a lot tight fitting components. Of course all the plastics and rubbers need removing.
