I have a Briggs twin 445577-1187-B1 on a Husqvarna lawn tractor.

I have a problem with throttle authority on this one. Shortly after starting, the RPM will rise up and start to run away. Even when I lower the throttle all the way, the RPM will drop a bit but then start to rise again. I can't seem to maintain control of the RPM with the throttle lever. All of the linkages are intact and I performed a governor adjustment with no change. The correct springs are in place. I assumed I had a governor issue so I pulled the cover expecting to see a damaged governor but it looks intact. There is a stickiness to it though. I feel kind of a detent when I actuate it but I would have assumed that the centrifugal force would overcome it as I can push through it with just a bit of force.

What else should I be looking at? I can't think of anything else that would cause this except the governor. I was going to replace it anyway since it's not expensive and I've gone this far. I'm stumped as to what else it could be.

check governor lever shaft & bushing I have had a couple that got rebuilt by someone else come in with governor trouble similar to yours, governor shaft had been slightly bent where it comes out of bushing inside crankcase on one, the other one got bent on the outside right as it exits the bushing (It was pretty quickly obvious on a close inspection as the shaft could be seen to wobble, but then engine was up on a bench and things at eye level during disassembly)

Also make sure the idle speed is adjusted properly. This a governed idle setup so you just can't set the idle speed using the adjustment screw. That screw is for minimum idle speed and not the actual running idle speed. I have where others tried setting the idle speed and get an engine that wouldn't idle down.

Download the V twin Intek service manual go through the initial setup just to make sure that it is set up correctly. Basically the initial idle speed is 1200 rpm with the throttle held against the stop screw. Then you have bend the governor idle tang to adjust the to 1750 when the throttle is not held against the stop. If done properly the engine will have little to no throttle control.

And as you mention the governor shaft may be binding also causing a problem.
