Encore Z parking brake?

I've not seen this yet, but apparently the last person cranked the parking brake adjustment to the end and still no brake. Encore Z42 42B18Z is the model.
I thought a look at the IPL would tell me what type of brake this is, but I seem to not be grasping it. It looks as though the wheel hub is toothed and something nestles into the teeth and hold the wheel. Anyone have experience with these?
