Thinking about your description of the problem it sounds like a worn cylinder and rings allowing a lot of blow by under load on the 2007 engine.

When this unit does this can you safely push the primer bulb and see if the rpms pick back up when you push it.

Well, I think it is time to salvage a couple parts and send the mower to the scrap yard... I checked compression on my older Tecumseh Toro and had 90 +. This one I could get no better than 60, multiple checks. Oh well, the outside appearance does not always relate to the inside.

My first attempted at helping on this forum, so the more experienced members can view this as part suggestion and part inquiry, but could a clogged or partially clogged gas cap vent be contributing to the problem?

Lefty, I do not know if that could be a cause but I can tell you it was not the cause here as The fuel tank cap that was on this unit was missing the tin cone underneath so I substituted the one off my personal working mower.
