yeah I would deburr it to make sure taper fits smoothly - leaving the burr in there gives it a "ridge" that when you torque it down can eventually cause a split flywheel Id just smooth things down until the flywheel mates smoothly to the taper (no wobble) unless you find the beginning of a crack (look close at flywheel keyways)

Would you suggest a file or something less aggressive...like sandpaper.

After hitting what appears to be a concrete post or worse, I'm curious what the blade looks like?

judgement call depending on how much of a ridge or burr there is - file down and smooth with sandpaper, or if not too much of a ridge, just sandpaper can do.

Ive seen this happen just hitting a clump of cut grass without damaging the blade.

Just an update...Cleaned up the inside of the flywheel, torqued to specs and sent back to the owner. Says it's running better than ever. Thanks to everyone.
