Check the bottom of the 1350 - Are you sure there isn't a blind hole that will take a straight bolt (without nut) ? But that does seem rather odd, usually briggs has a very flexible "footprint" unless whatever it is you are installing it to (you didn't mention that) was built specifically for the 750 series...
