Tecumseh...Where does spacer go?

Tecumseh Snow King HSSK50 - 67364M. I am putting the head back on. The head bolt that also serves to secure the muffler had a washer/spacer on it. Does that spacer go between the head bolt and head, or between the top of the head bolt and the muffler bracket?

Typically spacer goes between head & muffler bracket - if you loosely install muffler with just 2 muffler bolts you may notice the gap it has between bracket and head- that'll be where spacer goes.
