It is probably a widespread practice particularly in low income areas, it was just their misfortune to get caught.

Its more about corporate greed.

And I got a so-called religious business owner that is employing workers not collecting income taxes and not paying any those income taxes.Workers thinks it is great but they are not only hurting themselves but others that actually pay their taxes. The owners are big shots in the areas so they are allowed to get by with breaking the laws. One thing they are doing is burning waste. Yes they have permit to burn their own waste but they are importing and burning construction waste. But boy does put real front of being God Fearing and law biding citizen.
