Yes in my opinion a surging creates more pollution. And most those techs are scared to death to violate EPA rules. Well I am not as a properly tuned engine is much less polluting.

On topic of surging I have a snowblower with the tecumseh. Was running fine until it stumbled a bit. I figured out of fuel so refilled it. Now it's surging offload.
It has the fixed idle jet but if I back it out a bit the surge stops. Both idle and high jets are clean. Maybe internal blockage but why so sudden. Going to try an older adjustable one on it.
